Transnet hopes to pursue both iron-ore and manganese expansion in terms of its proposed private sector partnership (PSP) scheme, still to gain sanction from government. PSP is likely to be opposed by the South African Communist Party, the Congress of South African Trade Unions (Cosatu) and elements in the African National Congress. Any move in the direction of privatising rail, ports or pipelines is bound to be resisted, for fear of job reductions and other aspects.
Transnet has established a PSP unit “to create the capacity to pursue public-private partnerships”, but details are not likely to be revealed until board approval has been obtained, as well as agreement from government – probably at cabinet level.
