Prasa implements the local supplier market survey and the local content document
With preparations for the procurement of new rolling stock valued at R136 billion already under way, the Passenger Rail Agency of South Africa (Prasa) will be embarking on a Local Supplier Market Survey to measure the strength and capacity of the local industry in fulfilling the 65% localisation minimum target by all qualifying tender bids. In addition, Prasa will introduce a Local Content Document that aims to unpack the context, meaning and various aspects of localisation to potential rolling stock manufacturers (RSM) prior to the Request For Proposal (RFP) phase.
“The Local Supplier Market Survey will seek to get feedback from the South African market on their technical capabilities allowing rolling stock manufacturers from other countries access into invaluable information on how best to structure their partnerships with South African companies in respect to government’s minimum 65% localisation target, job creation and skills development imperatives,” said Lucky Montana, Prasa group CEO.
Rolling stock manufacturers (RSM) will be invited to give feedback on the Local Content Document and to assist Prasa in shaping the Request for Proposal (RFP) document by March 2012.
“One of the key questions we’ve been asked as Prasa and government during the two market engagements held last year, particularity by international rolling stock manufacturers, is to define localisation – not just as a term but to categorise the areas we feel represent our localisation targets. We therefore felt it necessary to introduce the Local Content Document to potential rolling stock manufacturers outlining the various aspects of localisation in a bid to educate potential foreign bidders” added Montana.
Comments on the Local Content Document from rolling stock manufacturers will be sought as early as 9 March 2012 by Prasa in order to incorporate all the comments in the final Request for Proposal (RFP) document which will be issued by 30 March 2012.

Interested parties will be able to access the Local Market Supplier Survey from Sunday, 12 February 2012 on the Prasa website www.prasa.com while the Local Content Document will be available on Wednesday, 15 February 2012.

The document will be uploaded on www.prasa.com from Sunday, 12 February 2012 with local supplier survey input cut-off date set at 31 March 2012.
• Local Content Document:
The Local Content Document will be available from Wednesday, 15 February 2012 with responses from rolling stock manufacturers required by Friday, 9 March 2012 to allow for comments and responses to be incorporated into the Request For Proposal (RFP).

All communications will be hosted on the Prasa website on www.prasa.com for rolling stock manufacturers (RSMs) and other interested parties during the pre-Request For Proposal (RFP) period. All those interested in the documents are invited to register their contact details on the Prasa website, which will be used by Prasa to issue notifications of programme updates as from Sunday, 12 February 2012.
